Guddiga Farsamada AML/CFT

Guddiga Qaran ee Ka-hortagga Lacag-Dhaqidda (NAMLC) waxaa uu abuurey Guddi Farsamo oo u qaabilsan Ka-hortagga Lacag-Dhaqidda iyo Ka-hortagga Maaliyadsiinta/Maalgashiga Argagaxisada (AML/CFT). Hadafka guddiga farsamada waa in uu si-taabogal ah uga shaqeeyo hawlaha iyo mas’uuliyadaha uu sharcigu u qoondeeyey guddiga NAMLC ee lagu taxay Qodobka 25aad ee Xeerka MAL/CFT ee 2016.

 Ujeeddooyinka Guddiga Farsamada   

    1. Kor-u-qaadista maamulka AML/CFT ee Soomaaliya;
    2. Xaqiijinta ujeeddooyinka istiraatiijiga ah ee uu dejiyey guddiga NAMLC, isaga oo u maraya iskaashi, isuduwid iyo macluumaadka oo la is-dhaafsado;
    3. Aqoonsashada waxyaabaha ka dhimman hay’adaha xubnaha ka ah si ay ula dagallamaan lacag-dhaqidda iyo maalgashiga argagaxisada; iyo
    4. Aqoonsashada hababka halista ee AML/CFT, lafagurista iyo khafiifinta halisaha iyo hanjabaadaha.

 Waajibaadyada Guddiga Farsamada

    1. Soo-jeedinta iyo dib-u-eegista qaabka guud ee sharci, siyaasad iyo hay’adeed ee la-dagaallanka lacag-dhaqidda iyo maaliyadsiinta/maalgashiga argagaxisada;
    2. Soo-jeedinta, dib-u-eegista iyo ansaxinta qaabab ku habboon oo ay xubnaha Guddiga Farsmada ay isaga kaashanayaan la-dagaallanka iyo ka-hortagga lacag-dhaqidda iyo maaliyadsiinta/maalgashiga argagaxisada ee heerarka federaalka iyo dowlad-goboleedba;
    3. In ka munaaqashoodaan ayna ka soo saaraan amarro la xiriira doorka Hawl-wadeennada/Jilayaasha Aan Dowliga Ahayn (Non-State Actors), sida ururrada diinniga ah, bulshada rayidka ha, saxaafadda, iyo ganacsiga gaarka loo leeyahay ay ku leeyihiin la-dagaallanka lacag-dhaqidda iyo maaliyadsiinta/maalgashiga argagaxisada;
